MiniDM is a 3G radio engineering mode application, first delivered to AT&T Palm Pre Plus devices as part of webOS 1.4.2
If you extract the two ipkg files from the att.tar in the resources directory of the webOS Doctor, you can install them on another GSM Palm Pre device.
